New health department may open in January

CROSSVILLE — The Building and Grounds Committee approved three additional items from contingency funds in the Cumberland County Health Department construction project.

Cumberland County Mayor Kenneth Carey Jr. said officials with the health department have a target date of Jan. 14 for opening the new facility.

Kim Chamberlin, architect with Upland Design, told the committee they would begin running a punch list soon to see what needed to be finished or addressed on the project.

"They're looking at trying to move sometime around Christmas and opening in the new place sometime in January," Chamberlin said.

Carey said officials told him Jan. 14 for the target date.

Chamberlin said there were three items that needed to be addressed and paid for through contingency funds that were built into the project.

The first, Chamberlin said, was adding four additional lights in the lab area where blood work will be drawn.

"I don't know about you, but if they're drawing blood on me, I want to be sure they are able to see what they are doing," Chamberlin said.

The additional cost was listed at $975.

The second item was for applying two more coats of VCT wax on flooring in the facility at a cost of $1,500.

"This is something the health department requested which will help to extend the life of the flooring," Chamberlin said.

The third item was for a plaque inside the facility acknowledging federal financial assistance that was granted to the county in order to build the facility.

"That's something the feds wanted to include. They are paying for nearly all of this facility. If we do one of the brass plaques like we normally do in county buildings we are looking at somewhere around $900," Chamberlin said.

Several commissioners expressed a wish to have something made that would be cheaper.

"Did they give any specifications on the size or material? If not I say we can get something done a lot cheaper at the trophy shop and have it installed," said Robert Safdie, 2nd District commissioner.

"No, they didn't specify anything like that," Chamberlin said.

He then agreed to price plaques around in the area that would be cheaper in cost.

Safdie made a motion to accept the additions and fund them from contingency money. His motion was supported by Joe Koester, 5th District commissioner, and it was unanimously approved.

Chamberlin reported that including the most recent requests from contingency money, the total used is $34,009.72 out a total of $80,000. The remaining contingency funds go back to the county at the end of the project.

Chamberlin said once the project is complete it has to be vacant for about a week for air quality testing before it could be occupied.

The $4.5 million for the project was made available to the county through The Affordable Care Act Capital Development Grant.
