Covenants to be written for city lots

CROSSVILLE — The Crossville City Council delayed action on the sale of two lots on Waterview Dr., asking for property covenants to be developed prior to putting the land up for sale.

Coucilman Pete Souza moved to put the two lots owned by the city up for bid, with proceeds earmarked for the city’s purchase of the Snodgrass building and Spirit Broadband Amphitheater grounds. His motion was supported by Councilman Danny Wyatt.

The city is finalizing its purchase of the amphitheater grounds and the old Snodgrass building adjacent to it. The property appraised at $103,000 and the city is purchasing the property at 50 percent that value. Plans are to fix up the dilapidated building and add restrooms available to the public attending events at the site.

Bob Walker, who lives across the road from the two lots, asked the council to ensure the lots were residential lots.

“All that country out where we live is all residential,” Walker said. “I don’t know if they’re zoned residential or commercial or what.”

He was concerned commercial property would increase the movement of water from Hwy. 70 to Waterview Dr.

“We’ve all got a problem now with what we’ve got, but if somebody puts in a parking lot, then we’re going to end up with a lot of water down that way,” Walker said.

Crossville does not have zoning regulations, but Mayor J.H. Graham III asked city attorney Kenneth Chadwell if covenants could be attached to the lots that were similar to those placed on surrounding property, including addressing the size of the house, roofline, number of garages and requiring hard-surface pavement.

“I’d like to see covenants that go along with that so that someone who might buy it wouldn’t build a 1,000 or 1,200-square foot house there,” Graham said. “This is a very nice subdivision and I think covenants that would be acceptable should be attached to it.”

Souza agreed to table his motion and delay action until the September meeting.

In other action, the council approved the following:

•Approved allowing Cumberland County Playhouse to withdraw its entire fiscal year 2014 allocation from the city, $15,000, to assist with financial issues. Graham moved to approve, supported by Marlow. The motion was unanimously approved.

•Approved closing a portion of Shepherd’s Way Aug. 17 for a mock 5K run.

•Approved temporary street closings for the Noon Rotary Club 5K race set Oct. 12.

•Approved payment of $7,500 for sponsorship of the Tennessee PGA State Team Championship.

•Approved a change order for the sewer collection system improvement project to grant a 30-day extension to the contract due to the unusually wet weather.

•Approved a change order to remove a drainage junction structure at Crossville Memorial Airport taxiway and add 110 feet of pipe to the project. The change does not require additional cost or time.

•Approved an equity pay raise for Melanie Garrett to bring salary in line with fellow employees.

•Approved reallocating $906 of interim City Manager Jack Miller’s cost of living salary adjustment to provide cost of living adjustments to two permanent part-time employees of the Palace Theatre, with each receiving $453. The remaining one third was to go to another Palace Theatre employee who has since transferred to a full-time position in the water filtration department. These employees were not eligible for the cost of living adjustment full-time city employees received.
