Budget committee OKs emergency funds for vehicle purchase

CROSSVILLE — The Cumberland County Budget Committee approved an emergency funding request by the county mayor to replace a vehicle that burned at the Community Complex.

Cumberland County Mayor Kenneth Carey Jr. told the committee Community Complex Manager Donnie Moody informed him the main truck that he and the staff use at the Community Complex had suddenly caught on fire due to a mechanical failure and the vehicle was not salvageable, resulting in a total loss.

"They need a vehicle down there for moving chairs and tables and things around for vendors when they're setting up for events and for hauling things off," Carey said.

Carey said they needed somewhere between $5,000 to $7,500 to purchase another vehicle for the Community Complex and requested it to come from the county's emergency fund.

"Donnie said they would look at surplus vehicles from other counties and see if they could get something reasonable," Carey said.

"Well, if that doesn't qualify as an emergency for the emergency fund, I don't know what does," 7th District Commissioner Mike Harvel said. "I move we go ahead and allow them up to $7,500 for the vehicle."

Terry CArter, 6th District commissioner, supported the motion and it was unanimously approved.

The county commission established the emergency fund a few years ago to help cover emergency requests when unexpected equipment failures occur in county departments.

"Are the funds available and how much is in there? Have some of those funds been used?" Carmin Lynch, 9th District commissioner asked.

Nathan Brock, Cumberland County finance director, said some of the funds had been used, but there was easily enough to cover the request.

"The county budgets $25,000 in the emergency fund and it has worked out well since the county started doing this," Brock said.

The funding is there if needed, but if it isn't used then it remains there, rather than being budgeted out to different departments.

County commissioners Allen Foster, 4th District; and Jeff Brown, 8th District; did not attend the meeting.
