County OKs rate increase, lease change for DCI

CROSSVILLE — Monthly rent for office space in the Archives Building for one nonprofit group will increase from a rate of $1 per year to $75 per month on a month-to-month basis after the county commission approved the increase and modification of the lease the county holds.

Downtown Crossville Inc. (DCI) will have to pay the increased rate until they move into the Snodgrass Building behind the Cumberland County Courthouse. Once in the Snodgrass Building, DCI will pay the city of Crossville $75 per month according to an agreement between DCI and the city.

Last month, commissioners on the county's building and grounds committee voted to exercise their option and give a 90-day notice to cancel the lease the county holds on the Archives Building and notify DCI.

For the past several years, the county has leased office space to DCI on the top floor of the Archives Building at a rate of $1 per year. The county has also furnished the utilities for DCI.

Joe Koester, 5th District commissioner, said he didn't feel the need to increase the rate and modify the agreement.

"They bring a lot of people into the county for various events and those people spend money in the county," Koester said.

Nancy Hyder, 2nd District commissioner, asked, "Why? Why the increase?"

Carmin Lynch, 9th District commissioner, said if DCI is willing to pay the city $75 per month, why not pay the county?

"We found out what the market rate is," Lynch said.

Harry Sabine, 1st District commissioner, asked county attorney Randal Boston if he approved of the agreement and was going to sign it somewhere.

"I wrote the agreement so I approve it and will sign it," Boston said.

Although the modification to the lease and the rate increase was approved, it was not unanimous and six county commissioners voted against the increase.

Dave Hassler, 3rd District commissioner, moved to approve the resolution. Hassler's motion was supported by Sonya Rimmer, 8th District commissioner.

Voting in favor of the modification to the lease and rate increase according to resolution 11-2013-11 were commissioners Sabine; Hyder; Johnny Presley and Hassler, 3rd District; Allen Foster and Charles Seiber, 4th District; Larry Allen, 6th District; Mike Harvel and Roy Turner, 7th District; Rimmer; and John Kinnunen and Lynch, 9th District.

Voting against the resolution and rate increase were commissioners Brian Houston, 1st District; Caroline Knight, 2nd District; Koester and Jan McNeil, 5th District; Terry Carter, 6th District; and Jeff Brown, 8th District.
