April is notorious for taxes. For the school board, April is associated with another "t" word — tenure.
The Cumberland County Board of Education voted to approved the tenure-if-elected (TIE) list at the April 3 meeting.
Also, Director of School Aarona VanWinkle presented information to the BOE about non-tenure rehire recommendations and Central Office and county-wide personnel rehire recommendations.
April is the month in which teachers are annually recommended for tenure, according to VanWinkle's cover letter attached to the TIE list with recommendations from their principal or supervisor.
Twenty-six teachers were listed as TIE personnel for 2007-'08. From the Alternative/Phoenix School is Harold Wheeler. From Brown Elementary are Kelli Hill, Angie Janow and Barbara Newberry.
From Cumberland County High School are Darlene Brannon and Linda Kington. From Homestead Elementary are Jackie Hancock and Christina McCloud. From Martin Elementary are Matthew Harris, Dewayne McGhee, Sheila Renee Morris and Terry Ann Paradis.
Listed for North Cumberland Elementary are Kasey Lowe and Tiffany Reeves. For Pine View Elementary are Christine Barnes and Rachel Eckelson.
Pleasant Hill Elementary has listed Brian Conatser, Kimberly Nelson and Cheryl McDonald for TIE. From South Cumberland Elementary is Julie Wyatt. From Stone Elementary are Carrie Johnson and Johnny Sweeten.
Stone Memorial High School has listed Alicia Page, Recia Russell, Rebecca Smith and Richard Strader.
Concerning non-tenure recommendations, VanWinkle wrote in her cover letter to the board, "It is important to recognize at this time that even though these personnel are assigned to essential teaching positions for a better education program in Cumberland County, funding must be available from local, state and federal sources to continue to offer our current instructional program."
Victor Randolph, 6th District representative, moved to approve the TIE list and was supported by Mary Smith, 7th District representative. The motion passed with all in favor.
Non-tenure personnel recommended for rehire are, from the Alternative/Phoenix School, Evelyn Choplosky, Michael Dibiccaro and Wesley McNeely.
From Brown Elementary are Paula Bailey, Julia Anne Goss, Pamela Kay Howard, Kevin Lewis, Benjamin Novak, Kari Rockwell, Christie Thompson, Brandi Wilson and Janet M. Wilson.
From Crab Orchard Elementary are Erin Jackson, Debra Markham and Jessie Inman.

The non-tenure list noted the teachers on preferred interview are licensed but not rehired at the present time. In most situations, they have been filling positions caused by a teacher being on leave or increased enrollment. The law requires these licensed teachers to be notified they will not be rehired by April 15, according to document.
Central Office and county-wide personnel recommendations were presented to the board as well.
For Central Office administration, listed are Cindy Randol, business manager; Carla Zimmerman, administrative assistant; Dot Myhr, administrative secretary; and Kay Stanley, administrative personnel secretary.
Tim Claflin is listed as emergency management coordinator.
For health services are Sharon Barrett, RN-director of medical services and the following school nurses: Jimmie Mae Brass, CCHS; Anita Davis, Martin; Bertha England, Stone; Connie Harvel, SMHS; Cheryl Long, North Cumberland; Darlene Murakami, Pine View; Kim Oliver, South Cumberland; Rhonda Sisco, Pleasant Hill; and Mary Jane Wiley, Crab Orchard.
Under regular instruction are Steve Threet, technology coordinator; Samantha Scarbrough, administrative secretary/GASB clerk; and the following technology technicians: Elbert Farley, Robert Hale, Kimberly Hassler, Tommy Melton, Richard Eric Testorff and Jackie Thompson.
Gerry Rice is listed as student services secretary. For Safe Schools, Scott Hull is listed as counselor and case manager pending on funding. Also pending on funding is Lisa Phillips as family resource center and homeless education coordinator.
For transportation, Lane McAnnally is listed as supervisor along with Rebecca Reed, secretary and bookkeeper; Christopher Howard, mechanic; James Howard, mechanic; Rolland Howard, mechanic; and Finn Phillips, fuel truck operator and shop attendant.

• Also, during the DOS report, the BOE approved the textbook adoption report. Teachers on the selection committee chose books for social studies in K-8, economics, psychology, sociology, U.S. government, U.S. history, world geography and world history.
Textbook publishers included Harcourt for K-5; Glencoe for sixth- through eighth- grade psychology, sociology and U.S. government; Prentice Hall for economics and world geography; McDougal Littell for U.S. history; and Holt for world history.
Orville Hale, 8th District representative, moved to approve the adoption report and was supported by Randolph. The motion passed with all in favor.
