City council has a busy week ahead

This will be a busy week for the Crossville City Council, one that includes their regular monthly meeting tonight, two special-called Beer Board meetings and a work session held Monday.
Tonight's schedule includes the regular February council meeting starting at 6 p.m. with an important special called meting of the Beer Board scheduled for 4 p.m. The special Beer Board meeting will cover the sale of intoxicating liquor by employees at three Crossville establishments that hold a beer license. The action they are accused of is a violation of the city ordinance and the bars could have their license revoked or suspended.
Tonight's regular council meeting agenda includes discussions of the area's raw water supply, the Crossville Memorial Airport Fixed Base Operator (FBO), and several items related to sewer system improvements.
Another brief special-called Beer Board meeting is scheduled for Friday afternoon at 4 p.m. to handle a request for a new beer license.
Monday afternoon, after press time, the council was scheduled to meet in a work session with insurance representative Tonya Hinch concerning the renewal of the city's health insurance program. The city is facing some issues on the renewal of the insurance and the matter is also scheduled for discussion on tonight's regular agenda in case action is needed.
Mayor J. H. Graham III will lead a discussion on the local raw water supply. Recent rains have refilled Holiday Lake though Meadow Park Lake remains low at the current time. The specifics of the discussion were not included with the agenda released Friday.
A number of items on the regular meeting agenda could spark interesting discussion including an agenda item requested by Mayor Pro Tem Boyd Wyatt related to the matter that appeared to spark the firing of former city manager Jack Miller last month, the “overpayment of sick/vacation time to a city employee.” No details on the specifics to be discussed were included with the agenda packet or about the item immediately following it, also from Mayor Pro Tem Wyatt concerning the city's employee personnel handbook.
Wyatt is expected to lead a discussion on an agenda item about the FBO at the Crossville airport. Currently an interim FBO is in place at the airport after the city removed the previous contractor.
Discussion of sewer improvements will include a report from consultants Jim Hilborn and Evan Sanders on funding for wastewater treatment plant improvements. Also, the council is expected to approve a resolution to apply for Community Development Block Grant funds for sewer line expansions.
The Tennessee Department of Transportation is requesting sewer help from the city as part of the Lantana Road expansion. Because a number of property owners will lose land that currently holds their septic system and the remaining property may not be adequate to locate a septic system on, TDOT is asking the city to provide sewer service to several properties outside of the city limits. The action would reduce the cost of acquiring the necessary properties by avoiding the cost and inconvenience of relocating residents if they can stay in their homes if they receive sewer service. The state is proposing to pay for the necessary sewer line extension.
City public works department is requesting a clarification about the legality of working on gravel roads within the city that are substandard. Because state law does not allow city workers to work on private property and these roads are inadequate to become city streets and be transfered to the city, the questions has come up. The substandard roads to be discussed include Iris Circle, Westeria Drive, Narcissus Street, Orange Circle, Knight Street, Dorton Way, Cedar Drive, Satsuma Loop, Penny Lane, Azalea Drive and Luther Farley Lane.
