County approves budget amendments

The Cumberland County Commission approved numerous budget amendments during Monday night's monthly meeting for both the county's general fund, the Board of Education's general purpose school fund and the BOE's cafeteria fund.

Budget amendments approved Monday night included:

• Resolution 1009-3 — an amendment of $21,559 for the Central Cafeteria Fund in order to accept a USDA Food Service Equipment grant. The grant has been accepted by the food service department for Pleasant Hill Elementary School for the purchase of food service equipment. Motion for approval was made by 7th District Commissioner Mike Harvel.

• Resolution 1009-4 — an amendment of $35,000 for the Central Cafeteria Fund for the The Fresh Fruit and Vegetable Program grant funding for Martin Elementary. Motion for approval was made by 3rd District Commissioner Lynn Tollett.

• Resolution 1009-5 — an amendment of $115,000 for the General Purpose School Fund to add a LEAPS Grant that was awarded to Homestead Elementary School to provide after school tutoring, recreation and enrichment, staff development, parent involvement and supplies and materials for students. Motion for approval was made by 8th District Commissioner Greg Maxwell.

• Resolution 1009-6 — an amendment of $159,511 for the General Purpose School Fund to add and accept the Energy Efficient Schools Grant for replacing lighting. Motion for approval was made by 9th District Commissioner Clyde Cramer.

• Resolution 1009-8 — an amendment for $146,470 for funding from the state for the health department for prevention and treatment of the H1N1 (swine flu) virus. Motion for approval was made by 2nd District Commissioner Nancy Hyder.

• Resolution 1009-9 — an amendment of $20,000 to the general fund to accept a grant from the state for juvenile services drug court program. Motion for approval was made by 6th District Commissioner Terry Carter.

• Resolution 1009-10 — an amendment of $1,200 to the general fund for the county commission to fund an appraisal of the current Art Circle Public Library building. The appraisal will be used to help commissioners to decide to sell the building, lease it to another agency, or keep it for another county office. Motion for approval was made by 1st District Commissioner Jim Inman.

All of those amendments were approved unanimously.

•Resolution 1009-7 — an amendment of $23,117 was approved in 15-1 vote. The amendment and resolution were made in order to raise Administrator of Elections Sharon York's salary up to the state requirement.

York passed the state's certification examination to become certified in August and was confirmed by the state election commission on Sept. 15.

Amendments in the amount of $6,717, from the general fund balance, and $16,400 of revenue from the state registrar's supplement for a total of $23,117 will be added to York's salary and benefits.

Harvel motioned to approve the amendment and 4th District Commissioner David Gibson supported the motion. Robert Safdie, 2nd District commissioner voted no on the resolution.

Commissioners Wendell Wilson, 6th District, and Jeff Brown, 8th District, did not attend the meeting, making it a 15-1 vote.
